An Open Letter to Ma Ying-Jeou from 228 Survivors (2008.02.01)
Mr. Ma Ying-Jeou:
On Jan. 1, 2008 in Hsin-Ying of Tainan County, you did proclaim to the survivors of 228 victims that the only way to appease the victims’ spirit was through unearthing more truths. What follows are evidences just revealed; please respond in public.
The 228 Massacre erupted in Taipei on February 27, 1947. Since March 10 of that year, our fathers and relations had been purposely arrested one by one. A majority of them did not even participate in any 228 activities; they appeared on the apprehension list nonetheless. Who on earth came up with this list in a short time? We have recently learned about a very important document entered in Da Hsi archives. The following is the excerpt from this intelligence report provided for Chiang Kai-shek by the Bureaus of MP Headquarters and of Investigative Statistics of KMT Central Executive commission (中國國民黨中央執行委員會調查統計局 ) on March 12.
『 On the 9th and the 10th, the ROC army came in droves [on Taiwan’s shore from China]. The police and the soldiers immediately carried out vindictive measures in striking and rounding up ruffians such that the Taiwanese people were extremely terrified. The Investigation Office of Taiwan KMT Party Branch suggested to the Garrison Command (警備部) that the rabble rouser be annihilated and the list be sent over. The Garrison Command began to take actions on the night of the 10th to rid the city of its bad elements. 』
In actuality, the Investigation Office of the Taiwan Branch of the Chinese KMT Party (中國國民黨台灣省黨部的調查室) supplied the book of lists and systematically butchered the cream of society of Taiwan. They put judges, prosecutors, lawyers, doctors, teachers, pastors, painters, national assemblymen, senators, newsmen and the like on the blacklist, which was not a single page but was a book of many pages. Since it was unlikely to investigate these many people in 10 days, this proved that the Chinese KMT Party had already acquired the list of the would-be killed. Once Chiang Kai-shek’s supporting forces showed up, they asked the Garrison Command to take this chance to eradicate these innocent elite of Taiwan. It goes without saying that the Chinese KMT Party was the mastermind for slaying Taiwan’s elite in the 228 Massacre.
With the above revelation, now that you represent the Chinese KMT Party, would you please answer the requests as follows:
1. Acknowledge that the Chinese KMT Party was the mastermind for slaying Taiwan’s elite in the 228 Massacre.
2. We demand that the Chinese KMT Party straightaway make public this book of lists of Taiwan’s elite to be killed as well as all the information and archives of those victims.
3. It doesn’t make sense for the Chinese KMT Party, which butchered so many people, to make the whole populace of Taiwan foot the bill. We therefore demand that the Chinese KMT Party indemnify for the 228 Massacre out of its own party assets.
4. We request that you clarify all those who were involved in this incident. The Chinese KMT Party and all those involved ought to shoulder criminal and civil responsibilities.
Please stop using sugared words to deceive the survivors of 228 victims. Please take solid actions for a change.
